So I know that your character is local and if I want to play my character on another PC I need to transfer the files. My question is if I transfer the file from my PC to Laptop then level up a bunch on my Laptop will the progress be there on my PC?
So I transfer a lvl 5 character to my Laptop. I then level up that character on my Laptop to level 10 will the OG system my character was on (In this case my PC) have progress shared now? So when I login onto my PC will I see a lvl 5 or 10 character?
If you transfer the files from your laptop back to your PC, then yes. Otherwise the PC will still have the character files as they were when you first transferred them to your laptop.

A simple way is with a USB flash drive.
The character save location is C:\Users\username\Saved Games\Diablo II Resurrected\
Copy the charactername.* files.

One more thing, you’ll need to copy the sharedstash*.d2i file to carry over anything in your shared stash. The * name depends on hardcore, softcore, classic and LoD.
Examples:
SoftCoreV2 = softcore LoD
I’m assuming HardCoreV1 = hardcore classic
