Curious, are offline characters only saved locally on pc/console? Do offline characters have cross progression?
Yes. As a result of them being local to each platform there is no cross progression. You can obviously put them on a memory stick and move them to another PC (or a cloud storage solution).
Online characters are saved on Blizzard’s infrastructure and can be accessed across all platforms.

Yes. I said that a few days ago up above. You can’t transfer them to another platform though. PC offline are PC files, not Console files.
As Miss Cheetah states from everything I found it appears the answer is no… SP cross-progression is not possible.
This was the determining factor in me choosing multiplayer over single player because I do eventually plan to buy D2R for my PS5
Is there any clue if they are working on offline cross progression? i wanted to buy another copy for PC so i could play while i have to travel for work. i only like offline and have hundreds of hours invested into characters on console.
Obviously not, because your Diablo 2 is accessing your local files.
online saves should have cross progression if i am not mistaken.
Unless you can somehow access files in console and they have same format as on PC, but i doubt that.
the only way I can think of to implement cross-progression for offline (single player) characters is to create a file type that all platforms can read and have the ability to transfer the characters via a cloud storage type system that allows you to transfer the characters over a local network no internet connection required as this would be transferring them via connecting your pc and console to the same network however the characters when loaded onto the console would be converted to the consoles file format then updated in the external storage as you progress on them
