It’s because an upgraded 1034def 35/13 is BiS in 200fcr builds and as such will bring back atleast 2 digits of bers back in a trade. A 1034def 35/9 will bring back a Ber (or maybe a couple) due to its imperfection. Most serious buyer wont even look at a non-35-13 version because getting that 1034 roll on a non-perfect version is a waste of a roll.

1034 x 1,5 = is indeed 1551.
But at the risk of breaking it, I am sure people would rather go for a perf normal one

Vipermagi BiS in 200fcr builds for one reason; it’s highest possible FCR on an armor. The best possible usage of the socket is through 5-5facet (unless you have a 100ber rare jewel). Losing a socket for an extra 517 def is not worth it when the gameplan is to wipe screens before mobs get to you. There is also no competitve merc set-up that can take advantage of the fcr. As such, the only value a true perfect 1551 35/13 would carry is speculative to patch changes to act 3 merc.
