Actually i dont think he will have a problem getting 2 ist for this. Given price of rals lately it might even be on the cheaper side.
These are crafting runes used for crafting recipes people are seeking in bulk

I dont get that - 20 common runes for Ist, and my Windhammer with perfect roll one dude said it like 1 perfect gem - like wtf is that bullsh1t PC’s on that forum?

what you arent getting is what the runes are used for. people craft stuff and runes are needed. the prices listed are standard for quite some time. a website like traderie can be used to gauge prices on things to help.
To understand this you just need a basic grasp on how the economy works.
Specific low runes such as rals, sols, nefs, and hels are used for certain crafting recipes (or for clearing out the sockets for rerolling in the case of hels). Just bc they are common does not mean they are worthless bc the demand is high and they are permanently used (ie there will constantly be a need bc they disappear)
Your windhammer does not have much value bc even though it is much more rare than a ral rune there is not a demand for such an item and they still drop fairly often. Plus its not like they disappear. Once you have one you probably arent going to look for another one.
Rare items are not necessarily always valuable. An item’s value is dictated by demand. Just like basic real world free market economy.
Btw not all low runes are worth 20 per ist. You have to find the right ones. The most popular ones are rals and sols bc of crafting caster amulets and blood rings. Same reason why p amethysts and rubies are worth more than other pgems.
The forums are a great place for basic information such as this. You can simply ask why these runes are worth ists rather than complain about the economy
