New account flagged as "under review."

I purchased two new licenses and created two new battle.net accounts to play them D2R. Upon trying to chat in the game, I received a blue warning that my account was under review and chat was not available. Logged into the other account to play on it and received the same message.

Any chance this is related to the servers taking a crap?
