I like my online being legit, but I’d like to play a lil more in offline mode.

I don’t think the Forum Moderators talk to small folk like us, but I am also wondering the same thing. I saw a guy get told he was violating ToS for just being a European talking in the American forums. You also cannot even name a character Sean without the profanity blocker going nuts. So I can imagine how hard they might crack down on people modding their own local single player games. Considering that you don’t actually own this game under current ToS… regardless of how much money you gave Blizzard for this product.
Yes, you’re allowed to use them. Check D2R nexus for some cool upcoming ones.
Most of them have somewhat complex instructions (that I can’t be bothered to figure out…) that suggest you use two different launchers for offline and online play.
So long as you don’t try to mix it into online play you should be fine. I’d be more concerned about all of the patches releasing interacting in some bad way with the mods and corrupting your offline game / save file. Might be better to wait a bit.
GoMule works great though. It isn’t really a mod but it makes muling a lot faster and easier and I’m using it offline.
You could also use a hero editor if you want. There is an online one that doesn’t require a download. It doesn’t change any of your game files - it just gives you a modified offline game save you can use for whatever. You can reset quests, waypoints change stats, gear etc. I’m thinking I might use it to reset my hellforge and socket quests as an alternate way to do farm runs. This would simulate being able to rush other characters to the same effect. You’d still need to do a toooooon of runs but it’s more fun than doing LK runs at least.
Also might reset all of my hell progress (quests, waypoints, maps etc) and redo it on higher /players# everytime (once each) kind of like 7 additional difficulty levels with a few additional rewards. It sounds like a fun extra challenge but this I’m more hesitant about as it would alter game balance with 7 sets of extra quest rewards skills / stats / resistances. I’d probably not redo the resistance quest as it seems too powerful but the few extra skill and stats sounds fairly harmless (won’t really change any mono builds but would make hybrid builds more viable and interesting).
