[edit] yep i definitely checked again and for some reason my minimap isn’t toggling at all, even offline. The minimap key (v by default) not working with or without map open. Its supposed to put the centered map into the corner if I remember right, but the key does nothing not even when rebound. I noticed not everyone is experiencing this issue but someone also reported it in general I noticed. Not sure if its my drivers or something but my keyboard definitely works.
I can enable it by going into gameplay but unable to toggle between minimap on or fullscreen map is annoying.
Judo bump, experiencing same issue. Minimap does not display.
To add to this, the game is registering that the minimap is being toggled on and off. If I set the automap to the top right corner, it will move itself to the left corner when I press the default key and back again when the button is pressed a second time. The game registers that the automap should be there. It just isn’t.
I also have had the same issue with the mini-map hotkey not working, even when rebound. I have only been playing my offline character because I can’t start a online one (always tells me I am offline).
I’m curious to know how you managed to enable it though without using the hotkey?
You have to go into options and change full screen map to minimap, the minimap key just changes which corner it appears in for some reason when map is open.

Good old minimap. 
You can switch to minimap in the options menu. The default keybind V only moves your minimap from left to right or vice-versa.
Guess the default key for the on/off toggle is different depending on what keyboard language you’ve got?, My default is Tab. I dunno, trying to help

I am getting this too, and it’s driving me crazy… any news of a fix for this?
The V key DOES NOT open and close the Map.
By default, the Tab key opens and closes the Map. (Mini-Map or Full Map).
If you have the Automap Size set to Full Screen, the V key does NOTHING.
If you have the Automap Size set to Mini Map Right or Mini Map Left , the V key will toggle the Mini-Map between upper right corner and upper left corner.
You can change your Map settings in: Options / Gameplay / Automap
It has ALWAYS been this way. For over 20 years.
