Despite running at 60fps at Low, Medium or High graphic settings I have these micro-stutters that the in-game FPS counter or RivaTuner wont notice. I just found out that when playing at Windowed Mode they are gone.
It’s interesting , because most games work the other way around which for me is the right way. Is there a way to play normally on Fullscreen ?
I am playing on Alienware 15r3 / i7-7700HQ / GTX 1060 / 16GB RAM / NVMe M.2 Samsung 970 EVO Plus
Please help if you have any ideas!
I found a post saying to go “…into Nvidia control panel and disabled Antialiasing - Gamma correction and V-sync.” Additionally set options to 'High performance".

I found an article from Jarred Walton from PCGamer.
“Ultimately, there’s no single guaranteed fix to every cause of microstutter. Some of it is specific to game developer decisions (arbitrary low framerate caps are bad), occasionally it’s caused by drivers, and sometimes it’s caused by the multi-tasking nature of modern operating systems and fluctuations in game environments.”
Maybe try lowering you monitor hertz or try installing updated monitor drivers. Other then that I’m not sure. Good luck! 
I am running the latest driver update. Same stutters appear in other games I play too , but on Windowed mode. In D2R Window mode makes my game run amazingly smooth.
I had the same issue. Solved it by turning everything off in the graphics control panel. All bells and whistles set to off and game set to ‘performance’ mode. Game runs fine now. I suspect I could turn things back on one by one and figure out exactly which setting is causing the issue but I don’t care that much.
