I was leveling in act 2 normal with a merc from act 2. Hes level 14 and his exp exceeded his threshold to level but he did not level. He is still gaining experience but his level wont go up.
I have a screen shot but I don’t do the forums thing and not sure how to upload a photo.
He did seem to be poisoned for a very long time with out losing hp. His poison resist is 28 so I think this may have something to do with it.
Edit: I am more than 1 level higher than the merc so this is not the problem.
2nd Edit: I killed him and he resurrected at the proper level with the proper exp. Again I have screen shots if someone can tell me how to upload or w/e.
Can Confirm. My Act2 NM Merc has 4,238,092 of 4,055,040 EXP,still gaines EXP, but won’t level up. My Char is Lvl 43, the Merc 31.

My Rogue has made it to LVL 26 & will no longer even gain EXP!
She’s stuck at LVL26!
What the hell Blizztard?!! When LOD was first released so long
ago our Mercs would just keep leveling with our characters.
I’m afraid Blizz will just do the 'ol set it & forget it! D2 is an old
game & with the “RESURRECTION”, once the cash grab is
complete, will (((THEY))) stop providing adequate updates?
The most recent update borked the music in the Rogue
Sanctuary/Encampment! While updates seemed a regular
occurrence after the release of D2R, it now seems as though
updates are no longer forthcoming!
Please get your “ACT” (pun intended) together Blizz, we paid for
the Remake, we love the game, you got yours, now it’s time for
you to make good on our investment of money & time playing
the game. DON’T SCREW IT UP any more then you already have
please.

looks to me like mercs are only leveling in the act they are hired in - this needs fixing quick as its nigh on impossible to level a merc up
