Hired act 2 mercenary stayed at level 22 but his ex bar would slowly gain and he’d reach next level but stay 22. Finally got to act 2 in Nightmare and replaced him.
(I wish I could do that in real life!)
Just popping in to say that I am also having this issue, or one very similar to it.
I have an Act 2 Blessed Aim mercenary who is Level 24, while my character (a summon necromancer) is Level 38. I am in Nightmare Act 1, around the Countess, playing solo. My mercenary is only earning about 20-30 EXP per kill, regardless of who gets the killing blow.
While he is technically progressing towards the next level, my character is progressing much much faster, as are the zones we are fighting in, so the gulf between them is getting much worse each time I play.
2 things:
1: Mercs will always have a max level 1 lower then you. They cannot level up to be the same level as you.
2: Mercs deal with the same XP penalties as characters do pre-25. If your in Act 5 Normal or Later BEFORE your level 25, XP gains are Very slow due to how the xp penalty works from 1-24 and 25+.

This is 100% true. My mercenary is 86 and won’t gain a single point of XP until I pop 88, then he will level within a few kills
Just to let you all know the wife was level 34 (as I recall) the merc was level 22, stuck at 22 (she hired him at 22). I recognize the level up process. Just a bug I guess, he was dying a lot when I looked and saw the issue. Her new merc is acting normally.
The fastest method is to give the merc final hit in monster or let him kill them himself if he stands.
That’s how it has always been.
A few minutes and is on your level.
If you have a much higher level (10+) you should undress him and hire a new one.
my post has the explanation. Mercs suffer the same XP players do PRE-LEVEL 25. If you are in Act 5 normal OR LATER, you get basically no XP due to how EXP works. It was an issue introduced with the LoD expansion when they added Act 5 and rebalanced the XP curve. Theres a whole section on the wiki about it.
Basically if you want to level ANYTHING ABOVE 25, you must level in ACT 4 Normal until you hit 25 (the penalty isn’t much at level 24 but its still there). For mercs the same rule applies, its better usually to just rebuy the merc to skip the 1-24 section.
