Meaning of terriorized zone numbers?

I notice that the terror zones sometimes, but not always, include a number, such as “93”, or “96”. What do these numbers mean? During a Baal run I saw someone say that one could choose to make a game with a specific terror zone number. Is that true, and if so, how? Thanks.

whoever made the game, the TZ will be 2 lvls above their level. that is all.

Until character level 94… which gives the highest TZ level of 96.
Character levels 95-99 do not give TZ levels of 97-101.

Need to add the following… (stolen from the web)

Normal;
Base: +2 levels up to level 45
Champion: +4 levels up to level 47
Unique: +5 levels up to Level 48

Nightmare;
Base: +2 levels up to level 71
Champion: +4 levels up to level 73
Unique: +5 levels up to level 74

Hell;
Base: +2 levels up to level 96
Champion: +4 levels up to level 98
Unique: +5 levels up to level 99
