considering it has access to act 3 it might also be simply a beta specific to sellers for trailers purpose etc… hence why it might have access to it + map tools. (pretty much “devs mod” if you will)
It can also be a feature yet to be revealed but still implemented. (only the monsters mark i mean of course)

And considering he avoided to use map during the whole video it might very well simply be a missclick hence showing map dev tool : happen in many game’s trailer that there is a little thing like that that the editor of the video didn’t see / forgot to remove.

Cheaters like bot users & map hackers will be happy to see this oh wait, you are not allowed to play this game with cheat mods anymore 
Bots will be in the game day one hour as soon as it goes live! Day 3 500MF sets for 10-12 dollars
and their accounts will be banned permanently right after it released and their 40 bucks will be gone to air aha!

map hack = quality of life
Maphacks = against EULA/ToS, and cheating! Here is a legit way of knowing maps in D2! I already knew most of them, but MrLlamaSC has a full guide on maps here! 
Thats not a maphack. It works great in Normal and maybe NM but its pretty useless in Hell.

As WhirlWind stated there’s many pattern to know where to go in many area (not all , but still many) just learn them i guess little padawan

yes when 1.10 came out a ton of people were complaining on the forums because their accounts got banned (blizzard didn’t ban cd keys for maphack though). Warden in the early days actually did a really good job but that didn’t last long.
