I’m playing on a desktop and I’m seeing well under 100% GPU utilization. It seems when I first load into a game I’ll get above 100 FPS with GPU utilization above 90% (where it typically is for other games), within a few minutes my game hovers around 60-65 FPS with GPU utilization around 40-50%. I’ve seen my FPS drop to mid-40s when the action gets heated. I’m playing at 1440p with a 144Hz monitor.
I’ve tried different graphic pre-sets from low to very high but my FPS does not change (I don’t notice any graphical change either which is strange). I’ve tried both windowed and full-screen mode but no change to FPS. I feel something is broken or not working properly. I’ve ran a scan and repair on the game but that had no change to FPS.
CPU: Ryzen 5 3600X
GPU: Radeon RX 5700XT (Graphics drivers are Adrenalin 21.9.2.)

I have the exact same issue and it started at some point yesterday. I’ve had zero changes on my system. Just rebooted computer once and next time I loaded up D2R, same issue. Used to get a steady 120+fps and now averaging <60fps with stutter (as low as 10fps) depending on how much action on the screen.

All drivers are up to date, this system was a clean install from less than two weeks ago.
GSync with VSync On in NVIDIA driver settings (so that it works properly) with framerate capped at 139fps in driver and 141 in-game (just in case). As with OP, have tried various settings since the issue occurred and it makes no difference, performance-wise.
I’ve tested other software and games as well to ensure it’s not a system issue. Everything else on my system runs without issue (such as Rainbow Six Siege or 3DMark as two examples). All temperatures are normal and CPU/GPU utilization is nowhere near maxed.

With that I see the GPU usage at about 20% when I enter the game, but after that it never goes above 4% and my frames drop from mid 80s down to lows of 20-25 when stuff is happening on screen. All while my CPU stays under 20% and my GPU stays under 5%. And I have seen the other posts about disabling in game overlays like NVIDIAs and I have done that. I still have this issue (I keep the task manager on a 2nd screen and that’s how i know this is happening).

I’ve done a bit more testing. Seems the game loads a lot into VRAM. I’ve only tried the high and very high graphic presets for VRAM usage. In-game my VRAM usage is 7.7GB+ and my GPU has 8GB total. I’ve also manually locked my FPS to 72 use the in-game FPS lock. It seems to stick around that until I turn on my bluetooth Xbox controller and use that to play. Once the controller is connected and the UI changes to the controller layout my FPS drops from 72 to 60-65 with lower dips when the action is more intense. Not sure why my FPS would drop once the controller is connected.

Also i have the same issue game starts with 120 fps after a while utiliziation and fps drops to 72 fps…
Update: Seems my FPS and low GPU utilization was related to using an Xbox controller VIA bluetooth. Each time I swapped from M+KB to the controller I’d see my FPS and GPU utilization dip. Another member recommended turning off the vibration function within options and that seems to have resolved my issues! I’m now getting 90+ FPS and GPU utilization of 90%+ as well.

After playing 1 hour game play (bacground gpzu runs) i checked the max temperatures are like this
gpu temperature max 69 c
hot spot max 82 c
memory temperature max 84 c
vibration function off … yep thanks a lot it fixes my game too even i played with mouse
try to go in task manager, find the d2 process , then rightclick and set it to high priority
