it modifies the game in an unfair way in the pub games especially chaos a jah rune droped and i tried to grab it and i coudlnt in time cuz he had a loot filter. if you thought loot filter wasnt against the tos you would build it into the game im so mad right now

I agree with you, but I mean… this is like walking up to the police station and putting a sign on the door that says, “Stealing is against the law”.

My thing is, you can’t prove they did have it, the angle you are to the pile will dictate what you see, even without loot filter I could notice it first depending on text placement and other items around me.
If it’s a reminder that loot filter is bad, bringing it up is more exposure than anything they did. Blizzard is aware of these things, what they do about it is a different story.

People will use loot filter. Warden will log it, and then one magical morning they’ll wake up to a banned account.

Also, unless they expressly state they’re using it, accusing someone of it is a bit tinfoil hat. You’re far more likely to have a controller rob you as a KnB user.
Water can be dry… Think “hard water”. 
As an example, I was doing random baal runs and a Mal dropped during one of the waves, sat there for 5 seconds, I didn’t bother moving as I was just sucking XP and watching TV but I commented on how amazed I was that it stayed there so long and everyone said they didn’t see it till they moved.
Always hard to judge unless I see the situation though.
