Just add a new cheap low-level, mid-level and high-level +1 to Teleport Runewords, and make everything able to Teleport including Shapeshifters. Even better is a very commonly dropped +1 to Teleport Small Charm anyways.
Teleport should not be gate-kept by no-life grinding, that by the time you get it you are burnt out.
Teleport: no FCR impact.
Inertia suffix: from +3/5/7 %frw to +5/7/12 %frw.
Boots: base stat - 10frw for norm, 20frw for except, 30frw for elite.
Lycanthropy: +1frw per lvl.
Tearhaunch: +2 to Vigor

Are you people seriously thinking if the movement speed was faster it would compete with Teleport? Like seriously?! Wow…
Teleport needs to be accessible to everything and everyone like I said:
It should not be cheap to get good skill of another class , hell if you want teleport on easily accessible charm , why not add conviction and battle orders on it also?
Or just buff items with teleport charges a little. Increase amount of charges and reduce repair cost a little. Or add a low-level, mid-level +1 cooldown teleport runeword which is inferior to teleport, doesn’t need charges, but has a cooldown (should be slower than the fastest teleport cast rate of amazon). For the new TZs, teleport might be not as important and an item with charges or cooldown might suffice.
Because Teleport at this point is a necessity or else why Sorceress rule especially start of Ladder? To gate-keep it behind no-life grind is stupid. It should be used to farm for items but at the time you get it [Enigma], what would be there to farm for?
Just make Teleport accessible to everyone and everything (including Shapeshifters) at this point.
Its accessible to everyone, on telepoet stuff or on najs puzzler.

There’s no other way around Teleport anyways, not buffing faster movement neither nerfing it. It should make accessible to everything easily.

I personally would like to see a zero teleport diablo 2.
The amount of zoomers is freaking annoying.
You make game Act 2 Walking…even with very strict level req you still get ppl in there trying to rush rush rush rush rush. This why i play solo private games for most part.
Wonder how the bots would react lmao. Maybe they all catch on fire.
A medium compromise would be to add teleport to each class with a 20sec cooldown that requires hard points to lower the cooldown but it can only be lowered to like max of 5sec.
Think pod did this with necromance, but it was able to get cooldown to like 0.2sec or something.
They also made enigma have like 0.5-1sec cooldown. Its been a couple years memory foggy, not looking it up.
I would have loved a small change to Enigma to fix or atleast make it a bit less strong.
Teleport 20/20 Charges (replenish 1 charge every 20sec)
The only Character with unlimited and fast teleport should be sorc in my opinion.
Could be balanced a bit by reducing the benefit of FCR on teleport to make it slower in general.

Okay. So we nerf Teleport because it’s offensive.
Then everybody makes a Paladin with Charge+Vigor because it’s faster. Then we nerf Charge+Vigor because it’s offensive.
Then we make Assassins with Burst of Speed+Dragon Flight because it’s faster. Then we nerf BoS+DF because it’s offensive.
What then? Like Blaze Sorc is too fast nerf it? Barb with Increased Speed is too fast? Nerf it? Efficiency minded players will always pick the fastest character. And honestly even with a Teleport nerf everyone still gonna moat Meph
Its more that the game could use some change of meta overall. There will always be a “best” (fastest) way to play the game, to optimise everything etc. Its been the same way for a very long time, even if you only consider D2R lifespan so far and ignore old d2lod. Changes to classes/items(with skills) could be refreshing and could be easily reversed if it turns out its realy realy bad for the game with minimum effort. I would atleast love a season where enigma is tuned down just to see how the game would change rather than buffing everything else to hammerdin status. Would be refreshing imo
Can imagine some mana increase or CD between teleports on sorc.
And charges on enigma.
Also other classes should get something. And I dont mean teleport, even high movement speed would be nice. By high I dont mean +20%, but something like +150%
I dont think the game needs to speed up in its general gameplay. They could add new content (zones) that actually require you to maybe not zoom so fast throu a big map but rather have more saturated areas where if you run crazy fast wont matter. Could be simular to Baal throne room where mobs spawn in in waves or simular things. Just moving super fast could impact hardcore play to much with it being to easy (its already easy) to avoid things. Also Vigor is availible for all characters (runeword on merc) so you can already zoom throu the content if you want to, sure you have to give up damage on your merc but its a fair trade-off than just buffing all.
I didnt say faster movement is solution, you can use teleport amulets, circlets , staves or najs staff, yeah its not that comfortable but thats good, it should no be, if you want better teleport you need high end runeword.
With better speed, people wouldnt need teleport. At least I would rather run faster then to deal with teleporting
Better speed works only in big open spaces, its useless elsewhere.
Its just my personal opinion on the matter, I dont think D2 was ever ment to be the super-zoomer speed game that D3 is for example, it wasnt made with that in mind. Personally I rather see other changes.
