Glooms would destroy every lighting class on HC.
Infinity already provides stellar clear speeds without this mark of death looming over you… 
The absurdity of suggestions are remarkable.
These charms don’t make characters into glass cannons. They don’t increase damage vs non sundered mobs. It just allows for clearing of another 1/3 of mobs without the need of Teleporting or running around them. 
What about changing them to work like a small aura and dumping the res penalties? As in they only sunder monsters within 1 game yard radius.
Ranged characters would, at least in theory, need to consider dropping some MF or damage boost item slots for more survival oriented stats if they want to benefit. It would also limit the ability of the wide range AoEs that are currently meta due to fast clear speeds to benefit. Melee characters- elemental or physical- would experience almost no downsides, helping to close the melee/ranged gap in the game.
