Is using weaken considered bad PVP educate?

Just seeing if using weaken on someone is bad pvp educate? I have a pair of rare gloves 20 ias dual leech and triple resistances decent gloves but they have level 4 weaken on them in charges.Is it considered bad pvp rules to use them kind of like using grief is considered bad pvp educate

Iā€™m not sure of the actual rules but weaken is nearly useless in PvP since it just subtracts from offweapon enhanced damage, meaning level 4 weaken (-36% ED) is negated by 36% ED from skills, strength/dex bonus, etc.

Pretty much a tiny drop in the bucket.
