I know old D2 had a character editor and I’m just wondering if using one on an offline character in D2R would be allowed. Reason I’m asking is I made my character online and I really wish I had made him offline due to the fact that my internet sometimes drops in and out so I was wanting to basically remake my online character in offline. I don’t see why it wouldn’t be allowed since it’s offline but I’m asking just to be safe.

No, and I’m not going to bother looking, sorry. You can import characters from D2 Classic (the old game, not “Classic” as in pre-expansion). You can edit all you want offline there and then import the character.

The local saves on your computer are yours. You can do whatever you want to with those save files, including using a character editor to change things.

I could always use a trainer to just speed up the process of getting up to where my online character is. I’m assuming that would be allowed as well.
Do you even need a copy of the OG game to use a character editor? Could you not just create a new character file and copy that over? Or does it need the OG game files to run?

You could probably do that, but I never bothered so I’m not sure exactly how that works.
Hero Editor requires an original saved character. It can’t create a character from scratch. It also can’t read d2r save game files.
I don’t know if other character editors can create a new character.
This is incorrect. I just did it. Click “Extras” > “Item/Character Create” tab > click the 1.13 create button on the left. Save it. It shows the file path at the bottom.
People are already porting their classic D2 characters just by copying the files over, so i’d say whatever you can do in single player is fair game. The devs have also publicly confirmed they’re fine with mods in single player/offline.
