Some of the patch notes are listed in the ladder live notices. Unfortunately this dev team does not follow the disclosure method of the d3 dev/maintenance team that maintains a patch notes archive (or at least they use to do that). You can also click the patch notes link in the Blizz launcher. The patch notes link may not go back to the very beginning
