not entirely sure what affect the seed variable but at this point i’am rdy to use cheap way to acquire them…18 hours shopping no sighting…getting irritated
like do i have to start in a specific act ? pick very specific wp ? others ?

It’s you vs. RNG… If you give up, RNG wins. Map seed doesn’t matter with what items the vendors roll. It’s just the luck of the draw.
I’m pretty sure the +3 Jav skills is heavily weighted against, so you’re already going to have crap luck trying to roll it, let alone with an additional and specific mod like 20 ias.
Keep trying is all I can say. Or if you’re tired of trying, trade for them.
Target farming individual items probably isn’t the play ever unless you’re in SP and really need it.
Trade for em. They’re not even that crazy of a trade even with that class being crazy good.
thx for info…so seed only work for chest(mob?) then and not npc goods ? 
i remember lama video where he’d pop guaranteed mal from that 1 chest

I’m not sure about map seeds guaranteeing specific rune drops from chests, however I am aware there are chests with a fixed number of drop patterns, like the campfire chests in Act 3 Lower Kurast.
That was of a special chest map seed drop. I’m not entirely sure why that worked, but it isn’t the same as a vendor changing inventory.
Btw I would note that even though I don’t know much about how the vendors work for anything. If there is anything limiting you make sure you’re within the range where you can find it. Like perhaps you have to be XX level on the vendor reroll to get 3MA. If you’re seeing 3MA though without the 20 then it is clearly possible. If you’re not seeing it at all maybe it isn’t.

I gambled around for 120ish vamp gloves and got it.
This does not include all the junky heavy glove and sharkskin gloves.
So…yea, it’s a lot.
