the game states intel graphics driver needs to be updated but when i go to the intel website it says everything is up to date?

I am sorry to be the one to bring you this information, but it looks like, you GPU is indeed not up to spec…
You see, in order to play the game your graphics card must be Feature and Driver level DirectX 12 compatible, this is because D2R as a remaster uses DirectX 12 API in order to function. However… Intel HD 4600 is only DirectX 11.1 capable in both feature and Driver.
So I’m sorry to say this but in order to play You need a better graphics card… either an processor with DX12 capable integrated GPU or a sufficient dedicated GPU…
I know that modern GPUs capable of running the game are usually very pricey, however there’s one segment of cards that are semi decent for this game have sufficient Video Ram and are old enaugh that on second hand market they are affordable, and no longer cost an arm and a leg, those are AMD RX 580 and AMD RX 590. they are usually below 100 USD likely more around 80USD if you get a good non flipped source of them. though you have to be aware those may come broken so only take ones that have a warranty, as most of the ones on the market right now serviced in cryptomining during the covid pandemics.
