You get exp penatly if you’re underleveled. Check the chart for more detailed information:

This has been explained before if ya searched but, Act 5 has a SOFT XP requirement of 25 to get full XP gains from it. There is a massive XP penalty for being in Act 5 (and beyond) lower then level 25. The chart linked above tells you.

It’s to aid in the prevention of RUSHING characters into Hell and not having to play the first two difficulties.

Technically there are already a method that stops rushing due to the level requirement on the ancients being 20/40/60 which stops you from even entering the worldstone and getting a Baal Kill (grush’s get around this requirement).
