Open diablo 2 legacy and chat there instead
On Battle.net, click the Options gear next to Play, go to Game Settings, go to Friends & Chat, and the option is there. It’s not in-game for some reason.

Why would you even want to cuss in an online game?
I think you should be investigated for this post.
The game is rated M, doesn’t that mean we’re all adults here? Does our speech have to be governed so strictly?
It seems like blizzard is 1) too dumb to make an option for people to easily opt in or out of friend-only player chat and/or 2) they think that no one can be trusted to just block those they don’t like.
Other games have this super basic feature for both voice and text chat.
Meanwhile, they do essentially nothing to stop spamming in public chats with fraudulent account/item sales.
