How does statues work?

I thought every boss dropped a statue for his act? but today baal dropped Bul-Kathos’ Nightmare.
SO, the drops are random, but A2 is just rare?

RANT: statues are worse than heralds
You have to play when the time limit is right, not when you actually want to.

I think now that Andy has been nerfed, TZ in the boss zones should be tripled for this mechanic.

Heralds are still dumber though.
