I’m all the way to Tower Cellar Level 5 having terrorized Act 1. Not a single Herald yet and I’ve done all the caves, too. ><
Keep going, they pop up randomly. Sometimes you can kill every boss in the game and only see 1 or 2. If you’re only killing bosses sometimes you don’t even get one. The more monsters you kill the more likely you are to have Heralds appear. Mind you, the Heralds are a complete waste of time as they don’t drop anything of worth now that sunder charms can drop from anywhere.

I’ve gotten 80% of my sunders from heralds, they’re still by far the best farm for those
Granted they were all fire or cold so far, but I got several of them
Herald spawns can be really streaky though, and you have to make sure you do a complete full clear because the last few mobs have the highest chance to spawn. I’ve gotten many heralds when I’m scraping the bottom of the barrel in a TZ

I always make a point to kill all of the elites mobs and bosses and hit all the caves. I usually get several heralds. Probably just a one off. Thanks!
