Help seriously trying to understand IAS in Wolf Form

Can someone explains to me how Shapeshifting IAS worked before vs now. IF my druid has 115 accumulative IAS from item and jewels and weapon is he hitting 115% in wolf form or higher?

So in wolf form when i fury is it 60IAS or do I get the ful 115%

My Weapon is 60IAS
Gloves 20%
Highlords 20%
15IAS jewel in helm
