Hell difficulty, but Normal item variants?

Hi there!
Is it normal, that most of the mobs drop normal item variants, like @ Act I Hell Andariel, she dropped “yellow” boots (defense 4) and crossbow which are all normal items.

Is it normal on Hell? I am Level 70, and the drops are trash not even looking it.

Be careful calling armor piece crap just because they are low level item types. Type only determines the armor of an item and armor is not very important playing through the game.

Rare uniques and set items can be upgraded to their exceptional and elite versions. Normal items dropped in hell can roll more and higher stats than the same items dropped on normal.

Idk if you’re relatively new to the game but: Increased Difficulty does NOT mean “Better Drops”.
Increased difficulty only opens up higher tier items - meanwhile ALL the same old garbage can drop.
Area Level, Treasure Class etc → access to Elite Items - nothing guaranteed nor to be expected.
Be careful though! Those “4 defense Boots” you dismiss could potentially be the most sought after boots in the game.
Even “low level rares” - esp Boots - can be of much value. Say those boots rolled 20-30% frw, 10% fhr and triple resists of 35+, mf or other desired stat. You’d have found a fortune and lottery item. Nobody(for the most part) would care about the lack of defense or item level/base.

This game does some ridiculous suffix/affix pool rng I’ve never truly agreed with. D3 copy and pasted it with their rares(release - pre loot2.0).
I’ve always felt that suffixes/affixes should be tiered to mirror Normal, Exceptional and Elite items and roll accordingly, select stats from said pools.
ie - An Elite item found should either always roll from they elite tier of stats or at least have higher % chance to do so.
Concurrently - “Normal/Exceptional” items found in X difficulty/Alvl should have access to the Exceptional and Elite Tier suffix/affix pools respectively.

I mean… example: I found a godly Diadem once. It was ruined by 2 rolls.

  2. 1 life. ONE LIFE!
    That just should not be allowed. imo it’s totally unacceptable and bad design.
    Rng and broad items pools are one thing.
    TOO much rng is an entirely different beast. This game certainly leans towards the latter.
