Ok, something must have changed on possible rune drops from hell Countess because some monster or Countess in that room dropped me a ZOD.
Any unique monster in a MonLvl 78+ area is able to roll runes17TC
Nothing changed. The Hell Countess’ SPECIAL rune drop is what is capped at Ist. She and the other monsters around her still have other other loot tables that can drops runes higher than Ist.
Countess herself can drop up to Ist in her rune drop. Up to Lo in her normal drop. Her pack of minions can drop higher runes tho but with extremely low chance as any other white mob.

Countess stiffed me on the ladder hell quest drop.
For hell countess, I think they should change it up a bit where only mid level to Ist can drop, no low runes. It’s only fair. It sucks to do these runs and fight through so many immunes for 5 levels to only get an El or a Ral…
