Maahes has highest percentage of requests versus playtime. One character played, currently at 154 hours into d2, 3872 suggestions made on blizz forums.
Hel rune is fine just like it is. It’s been fine for the past 22 years. It’s a pointless request anyway, as you’d be better off specing up to the extra needed 15% strength (or 20% with your change) and socketing an armor with a much better rune or jewel option.
Besides, you can’t unsocket items with a jewel, can you? The primary usage of Hel is to unsocket items.

Rune and jewel should provide varied stats.
Ort, Ral, Tal, and Thul also - they should provide 35% resistance in body armor and helmet just like in shield. Not 30% which is jewel %

Unfortunately I have played for probably 6k hours on d2r which is why I see where improvements can be made, and all my primary chars are 95+

No, Druids in particular and Amazons need the most work. They are by far the least played classes. Nothing is wrong with Barbs and they are essential in all team pks and level/farming groups. Horkers, BvB, Zerk, WW, BO, WC, etc…there are many standard popular builds…
I hardly ever see barbarians played, and comparatively, druids and amazons out perform barb significantly, especially amazons, as do all other classes.
The only time I seen a lot of barbarians played was during the start of d2r when they were all horkers.
Hel is already one of the most valuable/needed low runes tho?
I guess the question is simply : why would the rune need to be best for non-weapon items? It’s a fairly common rune, so it doesn’t need to be best for it to see use.

Because jewel gives - 15 requirement, and so it is the same bonus as jewel. It should be different. Its extremely unlikely that anyone will use hel in a weapon, so maybe that is why the extra 5% for weapons, but even 20% reduction is so unlikely to incentive use
It should be -20% in armor, helmet, and shield and -50% (even this i don’t think anyone will sacrifice a damage modifier for) in weapon
Now you’re up to -50% requirements in a weapon. Still, it’s a pointless request/change.

It is not pointless. It will give benefit to use hel over a jewel in certain items.
Yeah, it is largely pointless to use Hel in any item period. It doesn’t matter how much -requirements it reduces it by. It could be -100%, it’d still be pointless.

For instance, I am soon adding a -requirements jewel to a high strength body armor, for a specialty build
I am using a -15 / 9 dex jewel, but if Hel provided -20% I would consider to use that instead.

Why does it need to be different?
It’s a low level rune, and as such is expendable. If you need requirement reduction on an item, you can use one temporarily, then remove it through cube recipe when you find a better replacement.
