Hello, thank you Zuvykree for your suggestion. I did the MTR test. Here are the results:

I edited the links in the results, to remove links. I hope this is the correct way to post the result here. Please help to see if there are any issues, or indicative of issues.
Aside from doing the MTR test, I have installed battle.net launcher onto another drive (it was at my c: drive before). With the launcher installed onto another drive, I was then able to install the game, it updated, and I am now able to play.
I just noticed a new issue. Now that I can play the game, I went to click on the Patch Notes button below the D2R flaming logo. The pop up window says it could not load the patch notes for D2R.
I decided to do some more testing. I uninstalled the game and battle.net. Now I am trying to install battle.net and I got a problem … battle.net installation is stuck at “Updating Battle.net Update Agent” The progress bar does not move and there is no error message. It looks like I still have unresolved connection issues.
Status has changed, so to give an update since I last posted here
The last was I was not able to install the battle.net desktop app properly, got stuck at updating the agent. I raised a support ticket. I got a reply yesterday. After following all the steps, I was able to install the desktop app successfully and the game is running now. Game news are also displaying correctly on the app. That is the good part.
However I am still seeing the “We’re having a problem transferring data …” error. I am concerned. Does this mean the desktop app is not stable? Will I be able to update the game when there is a new patch? How can I solve the error?
