I’ve tried for 2 days to get a decent belt. I’ve probably had about 500 belts that had 2 of these properties, but getting Cold Resistance past 25 in combination with those other things seems to be completely impossible. 
Just to certain: is it not possible at all to get Magic Find on (plated?) belts?
And so ends today’s whining.
arachs has what youre looking for except the fhr
maybe go for that one and use treks for fhr or something.
if you wanna gamble that specific rare belt it’s gonna be tough.

I see that I am rightfully to be considered a noob despite having played Diablo II since about 2002. I had to idea what you are talking about apart that about Trang-Oul, which I know is part of a set. The others are completely new to me, haven’t seen any of those (thankfully there is Arreat Summit) since I generally start over again rather than play Nightmare and Hell. Not skilled/dedicated enough for that. 
But all of those are I fear are well beyond my grasp at the moment (level 30 necro) so I guess it’s just to continue standing in queue to play be allowed to play single player, and then standing in queue by Elzix.
On a magic item can be really rare. I wouldn’t Focus in that gear in your current level.
High cold res, plated belt, fast hit recovery and mana. Are really unlikely odds. I would suggest to settle with something like arctic or sigon’s and try to get the stats you want from other pieces.

Step 2: Goldwrap
Step 3: Upgrade Goldwrap
Step 4: Profit!

I am reluctant to let go of my other gear though, because I have got almost all I need otherwise… Ah well, we’ll see what we can/may find in the NEXT round of trying… 
You’re trying a perfect roll at low levels. Even if by miracle you get the gear, most likely you wouldn’t have level neither foe being able to drop it. Same should be true to vendors.
Ah, yes. I sense a little hiccup here called “shael” which I am VERY unlikely to find …well, ever.
