Game background flickers

Background flickering in-game and on character select screen, UI is fine. Cinematics also fine. Working fine before infernal edition. Seemed to work fine when Act 2 darkness was triggered, once it ended, flickering came back

Already Did:
Uninstall/Reinstall D2R
Scan/Repair D2R
Updated Graphics Drivers
Lowered Graphics Settings
Used external monitors

I had this and the roads in the starting area looked weird. Had square and rectangular patches etc. Did un/reinstall and that fixed the roads but now a lot of enemies are invisible. Trying a scan/repair and then if that doesn’t work un/reinstall again.
