FPS drops when moving mouse

When in fullscreen, any time I start moving the mouse pointer around the game starts to lag and stutter like crazy. As soon as I stop moving the mouse, it immediately returns to buttery smooth rendering.

Putting graphics settings on lowest makes no noticeable difference to the stuttering. The only thing that helps is running in Windowed mode - then there is still stuttering but it’s not as bad, and doesn’t seem to correlate to mouse movement. In the current state the game is unplayable in fullscreen, and playable but with severely degraded experience in windowed.

Alternately if I press ‘g’ to switch to legacy graphics mode, the stuttering also goes away, but the legacy graphics are terrible so I refuse to play the game like that.

System: Ryzen 3700x + RTX 2070 Super + 32gb RAM + SSD

I have the exact same issue. Hoping to find a resolution to this… as the game is unplayable

Update:

As of 10/5, it now stutters 100% of the time while the game is in focus, and moving the mouse makes no difference.

As soon as I alt-tab out of the game, for example to a Chrome window on another monitor, the game immediately runs smooth again.

With the Task Manager open to the ‘Performance’ tab, I can see that the GPU usage while the game is in the foreground and stuttering like crazy (i.e. playing the game) is idling around 6-7%. When the game is not active, the GPU usage immediately jumps up to 70-80% and the game renders smoothly.

It feels like there’s some kind of logic that tries to detect if the game is active or not and shut down some of its resource usage when it’s in the background, except that it’s backwards and shuts down resource usage while playing the game.

I have the same issue where the game will stutter while the window is in focus but if I click on the desktop while keeping the window in full view it runs smooth as butter. This also doesn’t happen with any other games, just D2R. A reboot will fix it for a while but it comes back pretty quickly. It seems to start happening after I open Windows Mixed Reality but I’m not 100% sure that that’s the exact cause since closing Windows Mixed Reality doesn’t solve the problem, I haven’t narrowed this down to an exact cause yet.

UPDATE: I may have just worked around this. I went to Nvidia Control Panel and went in to the Set up G-SYNC section. I had it set to “Enable for windowed and full screen mode”, which again, works fine for every other app, but after changing that to “Enable for full screen mode” and then starting D2R back up the stuttering seems to be gone. I had also created a profile for D2R under Manage 3D Settings in there and set Power management mode to Prefer maximum performance, but that didn’t seem to fix it, it was the G-SYNC change that seems to have resolved the issue unless it was just a coincidence. It’s strange because D2R ran in windowed mode for me for a long time with that setting set that way without this issue cropping up. Again, this is only a problem with D2R specifically when the window has focus. I’m hoping this will keep this running smoothly in windowed mode from now on but I’ll report back if the problem resurfaces again.

UPDATE 2: I can confirm that disabling the option to use g-sync in windowed mode fixed this for me.
