I Can run the game from the folder but the Battlenet launcher specifically gives me this error. Is there a work around or can my offline characters not get free respecs?

I also am getting this error whenever I try to start from the Battlenet launcher, but also when I try to launch from the folder. Is there some specific way you are launching from the folder? I get this error when I click on the D2R.exe but when I click on the Diablo II Resurrected Launcher I don’t get anything happening. I have also tried running as an Administrator but nothing different happens.
I have a AMD Radeon HD 8490 graphics card. My driver is dated Nov. 4th 2015. I looked for an updated driver, and couldn’t find anything newer on the AMD website. Tried Google, and found a whole bunch of newer HD 8490 drivers, but they all fail when I attempt to install them. Looking at it closer, they are all for different Device IDs than mine. When I tried googling my specific HD 8490 Device ID: PCI\VEN_1002&DEV_6771&SUBSYS_21201028&REV_00 I can only find drivers older than my current one.
Since I bought this computer specifically so I would have a Win 10 machine with a graphics card that met the specified requirements for D2R I’m a bit frustrated. Any help you can give would be greatly appreciated.
I also noticed in my Task Manager that BattleNet is running as 32bit. Is that a problem? My Windows 10 machine is 64 bit.
I just got a message from AMD, which is basically summed up as “You’re on your own”
Specifically they said that there isn’t any newer driver for my particular device ID, even though there are updated drivers for other HD 8490 cards with other device IDs.
I’m rather frustrated here, as again I specifically bought this machine only because it had a graphics card that exceeded the minimum requirements to run D2R.

I’d like to resolve this before Ladder starts. Can you give me any guidance on how to resolve this issue?

Specifically, I suspect my device and driver could run D2R, but the Driver Code isn’t being accepted as valid even though it would work. Maybe there is something I could adjust in D2R that would cause it to bypass the Driver check?
Can I please get a reply?
Even if it’s just to say that you’ve read the issue but have no plan to fix anything or help. At least that way I will know that I have to go buy a new graphics card and can try to do so before Ladder starts.
Of course, I’d prefer it if I got some help to try and resolve the issue since I bought this computer in good faith believing it had a graphics card that would support D2R.
