The F8 cannot be bound to my character skill in Version: 1.1.67554, however, all other F keys do work. Is this a known issue?

maybe you have some keyboard\laptop-specific function enabled on F8?
You can’t bind keys that have specific system level functions on your operating system. For example, I couldn’t bind my F11 key as Radeon software was using it for toggling “Radeon Chill” (a GPU specific thing). Since clearing that hotkey, it’s worked in D2R. Try finding what’s using F8 on a system level. Good luck!
