Exploding Barrel Bug?

I’ve noticed on the few occasions my MF sorc has to run a normal game (usually looking for #$(*&$ chipped gems), when I kick the barrel and it explodes - it seems to do just as much damage in a Normal game as it would in Hell difficulty?

I guess I have 2 basic questions: is this true, and if so, should it be true?

I mean, if the monsters do a lot less damage, shouldn’t the environmentals?

I could be wrong, but I thought it was % based

If that’s true, it seems to me the % should be based on difficulty.

Just felt odd - my L93 sorc running around letting merc’s Holy Freeze insta-kill everything in Act I, picking up anything resembling a chipped gem, with never a scratch on her.

Then I kick a barrel open and see a large chunk of life disappear.

I know I’ve been told the exploding shrines are based on the activators life %. Someone hit one while we were doing CS and it almost wiped the group.

So I think it’s a % of your life.
