Meaning if I buy Eth headstriker NL I will not be able to upgrade?

you can upgrade uniques in NL. You can’t upgrade set items as of now.
We don’t know if they will allow upgrading set items in NL with the next season.

That’s correct in Legacy D2/LoD but not D2R. So that information is still posted on Arreat Summit which has not been updated for D2R. Similarly there may be some other old websites that have not been updated.
D2R made all previous (legacy game) Ladder Only (LO) things available in NL at launch, however they then added new Rune Words, HCube recipe to upgrade set items, and Sunder Charms, which are all LO in subsequent patches.
ETA: I believe the new RW and set-upgrade are available Offline/SP (but Sunder’s are not b/c they drop in Terror Zones, which are Online only).
There’s been an oft-referenced developer interview where it was suggested that the new RW would be LO only for the ladder they were introduced, or be able to be created in NL once even newer RW were introduced, but the statement was not super clear so there’s a lot of speculation/ambiguity about if/when new RW will ever make it to NL.

They are keeping the tradition of gating off new features to encourage Ladder play! Just because we have previous Ladder only content from LoD does not mean we will have access to new Ladder only content on NL with D2R!
It definitely seems that way, but there hasn’t been a formal announcement either way about it, so I posted the information as I saw it.
