When playing a Druid there is a problem with the elemental tree when using plus items. I have 2 items that add to all my skills. I see all of the damage bonuses but the synergy between Cyclone Armor/ Hurricane and Fissure/ Armageddon is off! As the level increases; Fissure and Cyclone Armor should increase the duration of these skills but they don’t. If you put a skill point directly to them the bonus is there but not when the skill level is increased by an item.
Synergies never increase when using +skills items, so this is working as intended.

I’ve been playing D2 for decades , so I didn’t think it was possible for me to learn something new but I didn’t know that. When I’ve put on plus items in the past and saw an increase in damage I always assumed the synergy was also at work. Question: if an item gives a plus a particular skill (i.e. plus one to Cyclone Armor) then the synergy would be in effect in that case?

No, the only way a synergy has any effect is through hard points you have put there. Meaning you can only get 20 synergy points maximum out of any skill.
