No one gives me the Quests in Act 3, I have visited every human being at the town.
Not a bug. You need to go out and start killing stuff.

After few restart of game , quest event triggered, so resolved for me.
____________I also have problem with not getting quest, probably bugged for me. I did all as it says below, I´ve killed champion which gave me quest where I should talk with Cain, but as I came to cain, no new dialog was available, or quest mark above his head wasn’t shown… So i thought best idea is to restart game. And then quest where I should talk to Cain disappeared and now there is no champion mob to execute the same event as before, so I’m stuck in A3 without 1st quest.

Quest 1: The Golden Bird

As soon as you leave town, you’ll come across Diablo in the form of the “Lonely Wanderer.” You can’t attack him at this point, but he’ll vanish soon. He leaves behind a pack of Flesh Beasts, that you should be able to quickly kill. As you continue through the wilderness, you’ll eventually come up against a Unique or Champion monster. When you take one of these down, they will drop the Jade Figurine. Take this back to town and give it to Meschif. He’ll give you a Golden Bird, which you can take to Alkor. He’ll give you an elixir called the Potion of Life. This gives you a permanent 20 extra HP, so drink it now.
I am having the same issue now. Did you ever get it fixed? I have tried killing all in the area, nothing.
quest 1 from act 3 is RANDOM !, don’t worry, just kill packs of unique monster / champion packs or even travincal council

Yeah but how is one supposed to know? Technically not a bug, but a poor design decision. In A1 and A2 NPCs approach you and tell you what’s expected. A3 does not do it.
I remember having this confusion when I first started playing D2 too 11 year old me abandoned the game for a few weeks because of it
It would be a great change for new players to just start the Q2 early, cain should approach you with it right away.
Swapping Q1 and Q2 would also make a lot of sense

There are many Quests in D2 that don’t start in any particular order. Some don’t start at all until you do something or find the correct NPC to talk to. Even in Act I, The Forgotten Tower is only activated if and when you find and read The Mouldy Tome.
Also consider, you do not need to activate any of the Quests in D2. (There may be some exceptions). They will still be completed once you’ve met the requirements.
Some Quests can be started in more than one way. For example, at the appropriate time in Act V, you can talk to Qual-Kehk to start the Rescue on Mount Arreat Quest. But, if you don’t talk to him, the Quest will automatically activate when you reach the Frigid Highlands Waypoint.
Unless you didn’t have an internet connection at the time, you could have saved yourself some trouble by visiting: The Arreat Summit - Quests, Act III. (Or similar site).
These days, I would be surprised if anyone that owned a computer didn’t have an internet connection.

In all other acts NPCs approach and tell you want you need to do in their monologues.
Warriv meets you and tells you to talk to Akara, which gives you a quest.
Jerhyn meets you and tells you to talk to Atma.
In Pandemonium fortress you are instantly approached by Cain to destroy the Soulstone, and Tyrael gives you the quest for Izual
In act 5 you get a quest from Larzuk right away.
Act 3 just does not do it.
11 yo me didn’t know how to search on the internet well enough in 2001 (i think i had it), and my english wasn’t that good
Maybe a disputabe design decision, but I dont see making the dev’s changes to quest logic, especially for a minor issue.
