I got it to work by deleting this file AFTER viewing the cinematic and having trouble. The initial one is garbage. Let the game recreate it, skip the cinematic, and it may work for you.

YES, game will run on win 7.
game runs great on win 7 (zero issues and didnt have to do a single thing to get it running), bought it last night and the game came with both d3d12.dll and dxilconv7.dll in the files, seems blizzard decided to add those so us lowely win 7 users could play the game officially, so much for all the haters claiming the game would never run on win 7 or that dx12 is a win 10 only feature.
for the people pandering win 10 or higher, no thanks, i dont want it, nor will i ever use it, dont care if its free still or not, every game i play new/old plays fine on win 7, all my programs new/old run fine on win 7, zero reason to downgrade my OS from win 7.
also as an fyi, majority of the games stating win 10 only, will run fine on win 7, the statement of “doesnt support anything lower than win 10” is simple, the key word being “support” they wont give help figuring out issues and thats it, it doesnt magically mean the game wont run on it, with the exception of “most” microsoft games (and few random games), which require nonsense like xbox apps, or win 10 only specific dll’s or librabries, but “majority” of those arent worth buying anyway.

Low settings - 40-50 FPS - playable.
But sometimes there are artifacts, a light show from lightning at the paladin. This is probably due to the driver, but I already have the newest installed, so the developers just hammered a bolt.
