I didnt say one thing how are items dropped. You asked about their levels so i provided the information for you. I know ehow loot and TC works.
Diablo cant drop all because bosses drops multiple items and you could farm diablo very easily. It can be done basicly in one minute. Seal bosses have lesser drop most likely because they are bonus unique monster in the location on top of normal elite mob count.
But honestly? I dont understand why super uniques have worse drop than normal uniques. It is case for majority of them, that bat guy in sewers or sarina in Temple. They are in location where elite mobs can drop anything but they cannot.
This is interesting. Usually not a fan of any changes to drops/loot but I share the disappointment of people who happen to run Chaos with a build they like (i.e. don’t want to only go there with hammerdin or whatever), especially solo offline, but end up almost not caring about the final boss of the location because there’s a lot of nice stuff he cannot drop.
It’s not easy for sure, to decide a sensible change here. Devs likely don’t want to touch loot and that is not unwise. Equally, some people possibly use Diablo’s restricted loot table to their advantage. Lastly, this promotes the need to care about the other mobs in the area (this is not unique to Chaos and Diablo of course, think what Meph cannot drop but the boss pack behind him can).
Perhaps a compromise could work where seal bosses stay the same but Diablo could drop everything except Tyraels. But my money is on them not touching the current state as it’s possibly too risky and people will keep running Chaos regardless of changes.
he is higher than them… he is lvl 94 in act 4 making him tc 84 the seal uniques are lvl 88 with tc 78.
treasure class is an important factor when dropping loot not just monster level it isn’t “artificial” it’s by design items don’t just drop because of levels Mav helm is only qlvl 21 but requires treasure class 87, if treasure class didn’t matter it could drop off Duriel in normal
