Yep. It part of a paid campaign they purchased through Twitter for a set period of time around D2R release.

Due to the fact that they said a few weeks ago, that the first PTR would be coming in the next few weeks, I’m going to go out on a limb and say that Friday will bear news on the upcoming PTR, and some sort of give away might be related to this for the Holidays. Although, dunno whatever happened with that D2R PC/Console giveaway that happened they were doing between Twitter, Facebook, and Instagram. There was supposed to be an announcement of the winners, but never seen anything on it.

The skull does resemble Diablo 2’s cover art with the soulstone, so its possibly D2R related.
The no purchase necessary, 18+, void where prohibited almost guarantee’s a giveaway.
But the more I think about I lean my guess with along with a giveaway and 25th anniversary special merchandise. Could be like the DII 20th anniversary bust or similar.
Announcement is too late for Christmas shipping (mostly) but perfect for anniversary stuff.

They Twitter account as a whole links videos to all of the Diablo games. For that post specifically the only thing I can see is the #haildiablo has a DII logo tied to it (which is true no matter who tweets it).
The announcement also very clearly states no purchase, 18+, void where prohibited. Which is pretty standard legal text for a give away.

Nah, PTRs are never ivitational. The more people testing, the better the feedback, and bug report.
The legal text at the bottom of the picture insists a giveaway. Highly unlikely this has anything to do with the game itself.
However there is always the possibility there is additional information or game related material as a side piece regarding the happenings this Friday.
