when i try to send a message in the chat, i get this message: “Chat is temporarily unavailable because this account is under review. Please wait a few hours before restarting the application and trying again. This account can continue play in the meantime.”

However long it takes for them to review your account for the reasons your in-game chat abilities were silenced. And that is if they allow your account to chat again after the review. With it being the holidays, it is going to take longer for reviews and tickets to be processed.
If you continue getting the same message after 24 hours, you can try submitting a support ticket:

After the review, if they uphold the account chat suspension, you have one last shot where you can try to appeal the decision:

nice… chat didn`t work since i bought the game…
I have also run into this issue on a brand new account. I purchased a second key this morning and noticed I was muted on the account.

I wonder if Blizzard allow one person to have multiple accounts?

Don’t even worry about it. No one can chat anyway it still doesn’t work lol.
Been like this since launch and has no mentions in any patch notes to fix it.
