CTA BC is not increasing skills level by 1

Hi,

I have a CtA and when I try BC on a level 90 soso it doesn’t increase the skills level by 1.
I’ve tried the same CtA on a lower level soso and it works. Both are ladder chars.
BO works ok on both characters.

Is there something on my gear that makes BC not work?
