It’s a minor issue but the skill description should be updated and remove the portion about the damage being halved because it’s not true, Cold Arrows still deal full damage.
Enchant had a similar issue with an inaccurate skill description regarding ranged attacks but it was fixed in D2R, this is a pretty similar case.
