Chance to hit change on Mosaic

So First this isn’t talking about the stats on Mosaic, Crazymage’s discussion has some good points on improving it.

The reason for this discussion is a change to the on-hit to help MA sin but keep the theme of chance to hit type of weapon. They seem to want to do on hit types of effects this season, so assuming we can’t change their mind on these types effects thinking of other ideas along the line.

My idea for the change, what if they add 25% chance of adding a charge of a different MA skill on strike, and base it on skill level for higher chances. IE if FOF, COT and BOI are all 20 they have 100% chance of one of those rather then TS or CS. For TS builds they can have some more variety because they can put some in another MA skill like CS and have more sustain or BOI for crowd control.
