Cast delay on Destruction runeword?

Does anyone know if the Destruction runeword causes the 0.5 cast delay when it procs volcano? I’d like to make a Fury druid with Destruction runeword, but not if cast delay occurs.

I think I heard with patch that cast delay was removed for Dragon runeword, right? Or maybe I’m mixing that up with phoenix?

Volcano will give you cast delay on volcano only. As well other skills.
