Some games I enter I am unable to chat in the game. Even when I select “all” or “game” whatever I type does not appear. I have to whisper the person. Exiting the game and rejoining does not make a difference, nor does joining on another character. This does not occur in all games. I first noticed the issue when someone else that joined one of my games could not chat to me in game and had to whisper me. Now this evening I have noticed I cannot chat to another player after joining their game.
