I’ve completed all 5 previous quests but when I join a Baal game it says you cannot complete this quest?
Did you create the game ? Could be baal was killed or the person who made the game killed baal previously.
Try creating the game yourself and see. It should allow you to finish it.
I thought they must have killed it before I got there but Ive been in games where I get to Baal and kill him but it still says cannot complete quest. I don’t have all the waypoints I don’t know if that has anything to do with it.
As already mentioned above you’ll have to create the game yourself or need to join a game where the creator has the quest also still open.
You can check this directly when you join and click on the quest. If it’s grey, no credit will be given when killing Baal.

it’s because whoever made the game has already killed baal for the quest in a previous game either search for a game that says they are doing baal for quest or make one yourself.

Thought that might be it. I’m missing waypoints so I’ve got a long long long walk ahead of me.

Yes.

If the people who created the game has already killed Baal, then the quest is already completed, making it impossible for you to complete the quest.
It is one of those “Why?” mechanics that we’ve all gotten used to over the years.
