This mechanic is still not working for me. I’m wearing unique armor that says “cannot be frozen” and I’m still getting frozen all the time.

You will still get frozen by some effects, see here:

There are two effects: Frozen and Chilled. You are still being chilled i.e. Holy Freeze Aura
